			<content:encoded><![CDATA[<p>The Seattle Police Department is scheduled for an on-site assessment as part of a program to achieve re-accreditation.  This is accomplished by verifying that SPD meets professional standards administered by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA).  The accreditation program requires agencies to comply with state-of-the-art standards in four basic areas:  policy and procedures, administration, operations, and support services.</p>
<p>As part of the on-site assessment, CALEA’s Assessment Team will take public comments on the Department’s ability to comply with the standards for accreditation.  Comments are limited to 10 minutes and must address accreditation standards.</p>
<p>Agency employees and members of the community are invited to:</p>
<ul>
<li>Call (206) 684-5678 on Sunday December 6, 2009 between 3:00 PM – 5:00 PM.</li>
<li>Attend a public meeting on December 7, 2009 at 6:00 PM at Seattle Police   Department Headquarters, 610 5th Avenue in the Lower Level  conference room.</li>

			<content:encoded><![CDATA[<p>On Halloween night and in the days that have followed, you have shown your support of the Seattle Police Department, in particular the men and women of the East Precinct, in countless ways. </p>
<p>You visited the vigil site on 29th Avenue, called and sent letters of sympathy and encouragement to the precinct, delivered food, coffee and flowers, offered space for gatherings, followed the media coverage of the investigation, phoned in numerous tips, watched or attended the Space Needle flag raising, procession and memorial service and breathed a collective sigh of relief after the arrest in Tukwila.</p>
<p>As Chief Diaz mentioned several times following Halloween weekend, our Officers continued to provide quality public safety services during very difficult times.  They were bolstered by all of your actions, thoughts and kind words. </p>
<p>Something that is mentioned at nearly every community meeting, block-watch gathering and Precinct Advisory Council is the fact that we need your eyes and ears to help keep our community safe.  What isn’t mentioned as often is that we also need your support during difficult times.  The murder of Officer Tim Brenton was one of those times.  You came forward with that support for which “thank you” seems inadequate.</p>
<p>We look forward to continuing our partnership in making the neighborhoods and business districts of the East Precinct safe.</p>

			<content:encoded><![CDATA[<p>On 11/19/09 at 6:35 a.m., officers were dispatched to a Burglary alarm at a business in the 1400 block of 18th Av.</p>
<p>A witness reported that the alarm was sounding and someone was inside the store. The store was burglarized earlier and it was unknown if an employee was inside.</p>
<p>Upon officers arrival witnesses reported that a male suspect left the store via a broken window, carrying merchandise. A description of the suspect was broadcast over SPD radio and within minutes an officer located the suspect running near 15th Av and Spring St.</p>
<p>The suspect was arrested and taken into custody without incident. The suspect was positively identified by 2 witnesses.</p>
<p>The suspect was then transported to Harborview Medical Center as he was having an adverse reaction to taking too much cocaine and wine.  All the stolen property was recovered.    </p>
<p>Upon release from the hospital, the suspect will be booked into King County Jail for Investigation of Burglary.</p>

Highlighted below is some additional biographical information about each of the promotion recipients:</p>
<p>• Assistant Chief Mike Sanford – Mike is a 25-year veteran. He took command of the Patrol Operations Bureau, and oversees Crime Analysis, Peer Support, and all five police precincts. As an officer he worked in the East Precinct, SWAT and was a police academy instructor. As a sergeant he supervised the Narcotics unit and served on a citywide Anti-Crime Team. As a lieutenant he led the Narcotics and Audit and Procedures units. As a captain Mike served as an administrative assistant to the Chief of Police, led Metro Special Response, Homeland Security, and Operations and Planning. He was also the West Precinct commander.</p>
<p>• Captain Jim Dermody – Jim is a 19-year veteran of the department and a second-generation Seattle Police officer. He is the current commander of the East Precinct. As an officer he worked in the North Precinct and SWAT. As a sergeant he continued to serve in the North Precinct and SWAT. As a lieutenant he worked in the Homicide Unit and in four of the five precincts.</p>
<p>• Captain Dave Emerick – Dave joined the Seattle Police Department in 1982 as a reserve officer and was hired as a police officer in 1985. He is the current commander of the South Precinct and the former captain of Violent Crimes. As an officer he worked in the West and North Precincts, and the Narcotics unit. As a sergeant he worked in the South Precinct and in the Narcotics and Gangs units. As a lieutenant he worked in the West Precinct and the Harbor and Homicide units.</p>
<p>• Captain Ron Wilson – Ron is a 33-year veteran. He is the commander of Metro Special Response that includes SWAT, K-9, Mounted, and Harbor Patrol. As an officer he worked in the West Precinct, K-9 and Communications. As a sergeant he worked in the West Precinct and was assigned special activities. As a lieutenant he worked in the West and East Precincts, the Vice and Robbery units, as well as earning the reputation of being the department’s expert on gangs. Ron is also a veteran of the U.S. Marine Corps.</p>
<p>• Lieutenant Joel Guay – Joel is a 28-year veteran. He is the lieutenant for East Precinct/1st Watch. As an officer he worked in the West and East Precincts, on an Anti-Crime Team, and in the North Burglary/Theft and Fraud/Explosives units. As a sergeant he worked in the West Precinct and in the Internal Investigations Section. </p>
<p>• Lieutenant Deanna Nollette – Deanna is a 13-year veteran. She is the lieutenant for East Precinct /2nd Watch. As an officer she worked in the South Precinct and the Media Relations Unit. As a sergeant she worked in the West Precinct and supervised the Media Relations Unit. In 2001 Deanna received SPD’s Outstanding Public Service Award for the Amber Alert Program.</p>
<p>• Lieutenant Michael Teeter – Mike is a 17-year veteran. He is the lieutenant for Employment Services in Human Resources. As an officer he worked in the South and West Precincts and in the Traffic Unit. As a sergeant he worked in the Southwest Precinct and the Internal Investigations Section. He is a certified Drug Recognition Expert, and has trained hundreds of officers and recruits in DUI enforcement, in the Drug Recognition Expert program, and the administration of Standardized Field Sobriety Tests. In 2008, Mike received an Outstanding Public Service Award.</p>
<p>• Lieutenant Alan Williams – Alan is a 23-year veteran. He is the lieutenant for West Precinct/3rd Watch. As an officer he worked in the South and North precincts and the North Anti-Crime Team. As a sergeant he served in the North Precinct, on the ACT and SWAT teams, and in the Internal Investigations and Evidence Sections. Alan is a retired U.S. Marine Corps Lieutenant Colonel.</p>
<p>• Sergeant John Brooks – John is a 17-year veteran. He is a sergeant for East Precinct/3rd Watch. As an officer he worked in the East, North and South Precincts, and was also assigned to SWAT. He received a Medal of Valor in 2002.</p>
<p>• Sergeant Bryan Clenna – Bryan is a 13-year SPD veteran. He has also served eight years in the U.S. Army’s Military Police Corps. He is a sergeant for East Precinct/3rd Watch. As an officer he worked in the South and West Precincts, and in Youth Outreach. In 2003, Bryan received SPD’s Excellence Award.</p>
<p>• Sergeant James Danielson – James joined SPD in 1992. He is a sergeant in the Internal Investigations Section. As an officer he worked in the South Precinct and in the Sexual Assault and CSI units. James has lectured for the Ministry of Justice in Japan on Criminal Investigations and Prosecutions in a jury system, and spoken to the High Court of Hong Kong and the Hong Kong Police regarding common law jurisprudence and police procedures in Eastern cultures.</p>
<p>• Sergeant Avery Jaycin Diaz – Jaycin is a 15-year veteran, and is currently assigned to Communications. As an officer he worked in the South and West Precincts, and in the Communications Section. Jaycin is also a veteran of the U.S. Navy.</p>
<p>• Sergeant Stephen Hirjak – Stephen is a 16-year veteran, and is a sergeant in the Internal Investigations Section. As an officer he worked in the North Precinct, on the Community Police Team, and in the Domestic Violence Unit. In 2003 he won an Innovation Award, and also received the 2004 Officer of the Year Award from the Lake City Elks Club. Stephen is a U.S. Air Force veteran.</p>
<p>• Sharon Burk – Sharon joined the Seattle Police in 1988 and has worked as Communications Dispatcher II and III. She is being promoted to Chief Communications Dispatcher.</p>
<p>• PEO Mary Mitchell – Mary is a 17-year veteran of the Seattle Police Department. She was named Parking Enforcement Officer of the Month for August 2007. She is being promoted to Parking Enforcement Supervisor.</p>
<p>• PEO Jason Kasube – Jason was hired in 2002 and was awarded Parking Enforcement Officer of the Month twice, once in 2004 and again in 2008. Jason is being promoted to Parking Enforcement Supervisor.</p>
<p>• PEO George Murray – George joined SPD in 2004 and was awarded Parking Enforcement Officer of the Month in March 2008. George is also being promoted to Parking Enforcement Supervisor.</p>

			<content:encoded><![CDATA[<p>On 11/16/09, at approximately 11:15 p.m., an officer was doing an area check for a victim of an assault in the 600 block of 7 Av when she came across a male screaming for help, as he was impaled on the top of a metal fence. </p>
<p>Seattle Fire Department (SFD) was called immediately and officers supported the male to prevent further injury due to the subject becoming weaker.  When SFD arrived they removed the male from the spike and transported him to Harborview Medical Center (HMC) for treatment. </p>
<p>Believing that this male might have been involved in the assault officers were doing an area check for, the officers contacted the male at HMC.  The male claimed he was not being chased, but rather he thought he was a ninja and would be able to successfully leap over the 4’-5’ fence. </p>
<p>Clearly he was overconfident in his abilities, no doubt bolstered by alcohol.</p>

			<content:encoded><![CDATA[<p>On 11/16/09, at approximately 1:45 a.m., officers responded to numerous calls of shots fired in the roadway behind the 1900 blk of 1st Avenue South.    Dozens of cars and persons were fleeing the area as the callers were talking to the 911 operators. </p>
<p>When Officers arrived two possible vehicles were pointed out as being involved.  Two persons were arrested from the vehicles for warrants and weapons violations (gun w/o a CCW), but it appeared neither parties were involved. </p>
<p>Three victims showed up at Harborview Medical Center (HMC) with non-life threatening injuries.  One male was shot in the leg and groin, one male was grazed on the neck and a female was shot in the jaw.  All of them appear to also be uninvolved bystanders and didn’t see who shot them. </p>
<p>A number of  casing (3 different calibers) were recovered from the intersection of Walker and Occidental.  Property damage to windows of local businesses and parked vehicles were found. </p>
<p>One witness described one of the shooters as a BM wearing a white tee-shirt.</p>

			<content:encoded><![CDATA[<p align="left">On 11/15/09, at approximately 6:30 p.m., officers responded to 143rd and Stoneway Av N to a call of a suspect who was suicidal, and had access to several firearms. </p>
<p align="left">Officers responded and contained the block around the suspects home, and called for Hostage Negotiators (HNT) and SWAT.   SWAT arrived and took the inner perimeter around the suspects house, and HNT was able to establish contact with the suspect via cell phone.  The suspect agreed to exit the house and was taken into custody by SWAT.  A loaded .45 caliber handgun was removed from the home and put into evidence for safekeeping. </p>

			<content:encoded><![CDATA[<p>On 11/15/09, at approximately 1:45 a.m., the victim was walking at 15th and Jefferson when a silver 4 door car pulled up to him and the driver asked for directions.</p>
<p>The car was occupied by 4 black males in their 20&#8217;s. When the victim approached the driver&#8217;s door to give directions to the driver, the driver told the victim to give him his wallet.</p>
<p>The victim backed away from the car and took out his cell phone to call 911. One of the males in the back seat displayed a silver colored handgun and racked the slide.<br />
The second person in the back seat opened his door as if he was getting out. The victim left the area of the car quickly and got into his own car and drove to the west precinct.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">On 11/15/09 at approx. 1:45 a.m., the witness was walking southwest in the 1300 block of Seneca St, west side, when he observed a group of 4 subjects smoking marijuana on the east side of the street.</p>
<p style="text-align: justify;">The witness crossed the street, and looked back into the 1300 block of Seneca St where he saw one of the suspects hit the victim.</p>
<p style="text-align: justify;">One of the suspects got into a black 90&#8217;s Toyota or Kia vehicle and started it up. At some point the victim was knocked to the ground. From here the females started stealing the victim&#8217;s belongings.  The females were dragging the victim by the laptop bag strap trying to get it off his body. </p>
<p style="text-align: justify;">The victim sustained minor injuries and was treated by Seattle Fire Department. The victim described the suspects as 2 black males and 2 black females in their 20&#8243;s.</p>

		<description><![CDATA[On 11/15/09, at approx. 4:00 a.m., employees at a business in the 2700 block of NE 45th detected an odor of burning plastic.  They located some plastic bread racks burning outside near the loading dock. (East side) Employees pushed over the rack, which quickly extinguished the fire. Fire suppressant devices were not necessary.
