			<content:encoded><![CDATA[<p>The Seattle Police Department is scheduled for an on-site assessment as part of a program to achieve re-accreditation.  This is accomplished by verifying that SPD meets professional standards administered by the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA).  The accreditation program requires agencies to comply with state-of-the-art standards in four basic areas:  policy and procedures, administration, operations, and support services.</p>
<p>As part of the on-site assessment, CALEA’s Assessment Team will take public comments on the Department’s ability to comply with the standards for accreditation.  Comments are limited to 10 minutes and must address accreditation standards.</p>
<p>Agency employees and members of the community are invited to:</p>
<ul>
<li>Call (206) 684-5678 on Sunday December 6, 2009 between 3:00 PM – 5:00 PM.</li>
<li>Attend a public meeting on December 7, 2009 at 6:00 PM at Seattle Police   Department Headquarters, 610 5th Avenue in the Lower Level  conference room.</li>

			<content:encoded><![CDATA[<p align="left">On 11-19-2009 at approximately 2:30 a.m., the victim was walking back to his hotel from an area restuarant on Queen Anne.  The victim stated that he walked through a parking lot somewhere in the area of 1st &amp; Pike when he was attacked by 3 males.</p>
<p align="left">The victim stated that he didn&#8217;t see much of their faces as one of them hit him with a baseball bat. One of the suspects tried to take the victim&#8217;s cell phone  but the victim was able to kick the suspect in the face.</p>
<p align="left">The suspects then fled with the victims&#8217; wallet. Approx. 20 minutes later, the victim was observed by a citizen and the citizen called police and fire.  The victim was transported to Harborview Medical Center for treatment.</p>

			<content:encoded><![CDATA[<p>On 11/16/09, at approximately 11:15 p.m., an officer was doing an area check for a victim of an assault in the 600 block of 7 Av when she came across a male screaming for help, as he was impaled on the top of a metal fence. </p>
<p>Seattle Fire Department (SFD) was called immediately and officers supported the male to prevent further injury due to the subject becoming weaker.  When SFD arrived they removed the male from the spike and transported him to Harborview Medical Center (HMC) for treatment. </p>
<p>Believing that this male might have been involved in the assault officers were doing an area check for, the officers contacted the male at HMC.  The male claimed he was not being chased, but rather he thought he was a ninja and would be able to successfully leap over the 4’-5’ fence. </p>
<p>Clearly he was overconfident in his abilities, no doubt bolstered by alcohol.</p>

			<content:encoded><![CDATA[<p>On 11/16/09, at approximately 1:45 a.m., officers responded to numerous calls of shots fired in the roadway behind the 1900 blk of 1st Avenue South.    Dozens of cars and persons were fleeing the area as the callers were talking to the 911 operators. </p>
<p>When Officers arrived two possible vehicles were pointed out as being involved.  Two persons were arrested from the vehicles for warrants and weapons violations (gun w/o a CCW), but it appeared neither parties were involved. </p>
<p>Three victims showed up at Harborview Medical Center (HMC) with non-life threatening injuries.  One male was shot in the leg and groin, one male was grazed on the neck and a female was shot in the jaw.  All of them appear to also be uninvolved bystanders and didn’t see who shot them. </p>
<p>A number of  casing (3 different calibers) were recovered from the intersection of Walker and Occidental.  Property damage to windows of local businesses and parked vehicles were found. </p>
<p>One witness described one of the shooters as a BM wearing a white tee-shirt.</p>

<p>The car was occupied by 4 black males in their 20&#8217;s. When the victim approached the driver&#8217;s door to give directions to the driver, the driver told the victim to give him his wallet.</p>
<p>The victim backed away from the car and took out his cell phone to call 911. One of the males in the back seat displayed a silver colored handgun and racked the slide.<br />
The second person in the back seat opened his door as if he was getting out. The victim left the area of the car quickly and got into his own car and drove to the west precinct.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">On 11/15/09 at approx. 1:45 a.m., the witness was walking southwest in the 1300 block of Seneca St, west side, when he observed a group of 4 subjects smoking marijuana on the east side of the street.</p>
<p style="text-align: justify;">The witness crossed the street, and looked back into the 1300 block of Seneca St where he saw one of the suspects hit the victim.</p>
<p style="text-align: justify;">One of the suspects got into a black 90&#8217;s Toyota or Kia vehicle and started it up. At some point the victim was knocked to the ground. From here the females started stealing the victim&#8217;s belongings.  The females were dragging the victim by the laptop bag strap trying to get it off his body. </p>
<p style="text-align: justify;">The victim sustained minor injuries and was treated by Seattle Fire Department. The victim described the suspects as 2 black males and 2 black females in their 20&#8243;s.</p>

			<content:encoded><![CDATA[<p><span style="font-family: Times New Roman; font-size: x-small;"><strong>On 11/14/09 at approximately 2:30 a.m., officers stopped a suspicious vehicle in the 13000 block of Linden Av N. and detained a juvenile for a minor offense.  It was determined that the suspect would be investigated and released to his mother.  An officer  transported the juvenile home and while speaking with the mother, she revealed that the suspect had provided a false name.  The suspect suddenly fled out the window on the south side of the unit.  </strong></span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"><strong>The officer gave chase and as he exited the window, he discovered that it was not the ground floor as he believed. [The main entrance is on the same floor as the apartment, it was not obvious that the landscape changed under the affected apartment.]</strong></span> </p>
<p><span style="font-family: Times New Roman; font-size: x-small;"><strong>The officer fell approx. 25 feet and was incapacitated.  Seattle Fire Department responded and transported him to Harborview Medical Center.  The officer sustained injuries as a result of the fall, but is in stable condition.  The suspect fled in an unknown direction and was not located.  </strong></span></p>

			<content:encoded><![CDATA[<p>Today, members of the Seattle Police Department, Seattle Fire Department, and the Bureau of Alcohol, Tobacco, Firearms and Explosives, held a press conference detailing the early morning arrest of a suspect in connection with the recent spree of arson fires in the Greenwood neighborhood.</p>
<p>Early this morning a fire erupted at a warehouse in Shoreline. Members of the Seattle Police and Fire Arson Task Force responded to that location and spotted an individual who was believed to be a person of interest in the Greenwood arson investigations.<br />
Suspect Kevin Todd Swalwell, a 46-year-old male, has since been taken into custody. He was interviewed by detectives and booked into the King County Jail for Investigation of Arson.<br />
“This was a joint effort by SPD detectives, Seattle Fire and ATF,” said Chief Dean of Seattle Fire. “This is great news for everyone concerned. I’m confident that the community will be able to rest easier now,” Seattle Police Chief Diaz said.<br />
“Protecting the citizens of our community is and always has been the priority of every agency here today,” said ATF Special Agent in Charge Kelvin Crenshaw.<br />
Detectives believe that this individual may be responsible for some if not all of the Greenwood Arsons. Detectives are uncertain whether or not any additional suspects are connected to these crimes. The investigation remains active and ongoing. Arson Patrols will continue until detectives are confident that these cases have been resolved. In the meantime, Seattle Police and Fire ask for your continued vigilance. If you see something, say something: report suspicious activity to 911.</p>
<p>Anyone with information regarding the Greenwood Arsons is asked to call the tip line at 1800-55-ARSON.</p>

			<content:encoded><![CDATA[<p>On November 12<sup>th</sup> at approximately 9:50 p.m., an officer observed 3 males running out of a store in the 4400 block of S. Mead St. The officer initially thought the 3 males were involved in a shoplift and chased after them.</p>
<p>At about the same time, units were advised of an armed robbery at the business. The suspects were described as wearing bandanas and armed with a handgun and a knife. The officer was able to catch up and apprehend one of the suspects.</p>
<p>Numerous units responded to the area and located the 3 remaining suspects within a couple blocks of the store and took them into custody. The victims were able to positively identify the suspecsts.</p>
<p>A witness in the area stated that she observed 3 suspects hop a fence and run through her backyard. A K9 track was conducted and a handgun was located in her yard. </p>
<p>Items taken in the robbery were recovered on the suspects&#8217; person. All suspects were transported to the SPD Robbery unit for questioning. They were later booked into the Youth Service Center for Investigation of Robbery.</p>
