			<content:encoded><![CDATA[<p>On February 19th, at approximately 11:00 am, Seattle Police and Seattle Fire Departments responded to a report of a missing diver off Seacrest Park in West Seattle.  The diver failed to surface after participating in a training dive.</p>
<p>Divers  from the Seattle Harbor Patrol Unit and the Seattle Fire Department, as well as the Coast Guard participated in a search for the missing diver.  After several hours, the operation turned from a rescue to a recovery operation.  Divers from the Harbor Unit remained in the area for hours, continuing to search.  The search was suspended when it became dark.</p>
<p>After the Harbor Unit boats left, volunteers called 911 at about 6:00 pm stating that they had located the diver&#8217;s body.  The Harbor Unit returned to the scene where they recovered the diver&#8217;s body. 			<content:encoded><![CDATA[<p>On February 9th at approximately 12:26 p.m. four male suspects entered a combination grocery/jewelry store located in the 9400 block of 16th Avenue SW.  At least one suspect was armed with a handgun.  All four suspects were wearing dark-colored bandannas, black hooded sweatshirts and gloves.  The suspects confronted the 58-year-old female victim (the storeowner and the only other person present inside the store at the time of the robbery). </p>
<p>The suspects ordered the victim onto the ground and repeatedly threatened to shoot her.  The suspects then went directly to a  safe that was open and is located behind the counter.  The suspects grabbed several display trays containing jewelry and fled out a back door.  A witness saw the suspects run out of the business and flee the scene in a silver van.</p>
<p>Responding officers located a silver Dodge Caravan in the parking lot of an apartment complex in the 9400 block of 27th Avenue SW.  A witness saw several males matching the suspects&#8217; description exit the van and flee the area in another vehicle described as a red and green Ford Crown Victoria 4-door sedan. The Ford sedan and the four suspects remain at large. </p>
<p>Investigating officers impounded the silver Dodge Caravan which was taken to the evidence garage for processing.</p>
<p>The four suspects are described as follows:</p>
<p>Suspect #1: Asian male, early 20&#8242;s, 6 feet tall, 175 pounds, brown eyes and black hair.</p>
<p>Suspect #2: Black male, late teens, 6 feet tall, 130 pounds, brown eyes and black hair.</p>
<p>Suspect #3: Black male, late teens, 6 feet tall, 165 pounds, brown eyes and black hair.</p>
<p>Suspect #4: possibly a Hispanic male; no further description.</p>
<p>Robbery detectives responded to the scene and continue to actively investigate. </p>
<p>Anyone with information about this incident or who may know the identities or whereabouts of any of the involved suspects is asked to call 911 or the Seattle Police Robbery Unit at (206) 684-5535 and refer to this incident.  Anonymous tips are welcome.</p>

			<content:encoded><![CDATA[<p>On 2-7-12, at approximately 10:56 a.m., officers responded to the 1200 block of SW Myrtle St, to investigate a burglary in progress where the three suspects had fled from the house. </p>
<p>The victim called 911 when she observed the three suspects flee out the back door of her residence. Officers quickly arrived in the area and began a search. One suspect was located within minutes, a few blocks from the scene. The other two suspects were quickly located and positively identified by the witness.</p>
<p>All three suspects are male and 18-years-old. The trio was processed and booked into King County Jail for Investigation of Auto Theft and Burglary.   </p>
<p>The suspects drove a stolen Honda to the scene. The Honda was recovered and held for processing by detectives.</p>

			<content:encoded><![CDATA[<p>On Saturday night I had the privilege of attending the Seattle Hotel Association’s Evening of Hope Gala and Auction.  The designated beneficiary for the event was our very own Seattle Police Foundation.  The honorees for the event were none other than my friends Gil Kerlikowske and Anna Laszlo.  As you undoubtedly remember, Gil was my predecessor as Chief of Police for the Seattle Police Department – he continues to serve our country as the “Drug Czar”, the Director of the Office of National Drug Control Policy.  Anna can best be remembered for her work on the 5<sup>th</sup> Avenue Theatre Board and for spearheading our “West Side Story Project”, a collaborative effort between the Seattle Police Foundation, The 5<sup>th</sup> Avenue Theatre, the Seattle Police Department and Seattle Public Schools to talk about and counter youth gang violence.   The designated beneficiary for the event was our very own Seattle Police Foundation.   </p>
<p>With the theme, “Heroes Among Us”, the gala paid a fitting tribute to the men and women of the Seattle Police Department who protect our city every day and night.  Joining me at the event were Officers Joe Cepeda and Ryan Gallagher of Seattle Police Pipes and Drums, Detective Kim Bogucki of the “If Project”, Sergeant Kevin Grossman, Hostage Negotiator and Professional Standards supervisor and Sergeant Sean Whitcomb of Public Affairs.  They are just a select few of the heroes that have dedicated themselves to a career of public service – our department consists of hundreds of men and women just like them.  In fact, a number of department members – sworn and civilian, uniformed and plain-clothes – volunteered their time to attend this amazing event to ensure its success.</p>
<p>This event would not have been possible without the tireless effort of the members of the Seattle Hotel Association and Seattle Hotel Association President Howard Cohen.  I cannot begin to express the immense gratitude that I have for Howard, his board and those that worked closely with them to support their efforts. </p>
<p>For the Seattle Police Foundation to have been selected as a beneficiary of the Seattle Hotel Association’s “Evening of Hope” fundraiser is truly an honor.  It is a great benefit to the Seattle Police Department and the communities that we serve.  Since 2002, the Seattle Police Foundation has raised more than five million dollars.  That money has been invested in community partnerships, employee development and specialized equipment and technology for our officers.  Many of you probably aren’t aware that department units like SWAT, CSI, Victim Support Team, K-9, and Patrol Operations are regular recipients of bi-annual grants funded by the Seattle Police Foundation.  Our Picnic in the Precinct program wouldn’t be possible without the Foundation and let’s not forget the horses!  In 2011, the Seattle Police Foundation stepped in to conduct a fundraising campaign to preserve our historic Mounted Patrol Unit, some of the most visible and beloved members of our department.</p>
<p>The work behind this year’s Evening of Hope has clearly been rewarded.  The Seattle Hotel Association successfully raised over $400,000.  Clearly, there is no shortage of generosity and goodwill in our community! </p>
<p>As Chief of Police and on behalf of the men and women of the Seattle Police Department, I would like to offer my heartfelt thanks to those who sponsored the event, those that made the auction items possible and also those who purchased them!  Once more, special thanks to Howard Cohen and the members of the Seattle Hotel Association.  Also, thanks to the Seattle Police Foundation President and CEO Renee’ Hopkins and the Seattle Police Foundation Chairman of the Board of Directors Sam Baker.  Thank you for making our officers safer and our communities stronger. </p>

<p><strong>Seattle, Washington — February 6, 2012 —</strong> This past Saturday, the Seattle Hotel Association hosted the 15th annual Evening of Hope Gala at the Olympic Fairmont Hotel. This year all net proceeds benefit the Seattle Police Foundation. Saturday’s honorees, Gil Kerlikowske and his wife Anna Laszlo, were recognized for all their hard work towards improving public safety. Gil is currently the Drug Czar for the Obama Administration and the former Seattle Police Chief (2001-2009). His wife Anna is a national leader in criminal justice research and programming. Both have had an amazing impact on the Seattle community, and it was under Gil’s leadership that the Seattle Police Foundation began.</p>
<p>The Seattle Police Foundation (SPF) was founded to assist the police department reach its mission of fighting crime, reducing fear and building strong communities. SPF specifically helps SPD enhance relationships with the community they serve, improve officer and employee development, and provide the latest in equipment and technology that would not be normally funded in the city’s budget to ensure their safety and enhance the service they provide our community every day. Proceeds from the Evening of Hope will go to fund projects in these areas. “This money will help us continue to make Seattle safer. The work we do changes and saves lives,” said Renée Hopkins, President of the Seattle Police Foundation. The event raised more than $400,000 with proceeds going to the SPF.</p>

On February 1<sup>st</sup> at 9:45 p.m., he answered a knock at the door of his home in the 8600 block of 24 Av SW.  Upon opening the door, he was suddenly “bum rushed” by four males who stormed inside. One of the suspects described as a white male was armed with a handgun and threw the victim down onto the ground.</p>
<p>The victim was ordered to place his arms behind his back and he was immediately handcuffed. The suspects demanded money and marijuana. The suspect placed a knee in the victim&#8217;s back holding him down onto the ground, while the others went through the house. The suspect repeatedly told him not to move or he would shoot him. The victim believes the suspects were inside his residence for approximately ten minutes and because he thought they all left the house, he got up and called 911.</p>
<p>At about this time, one suspect was still in the house and was hollering at another suspect to hurry up and get out. The victim ran outside and observed a police car pulling up. He also observed one of the suspects walking away down the street and pointed him out to officers. This suspect was stopped and identified. The victim positively identified him as the correct suspect who had the gun and held him down onto the ground. The suspect was taken into custody. The victim described one additional suspect as a Hispanic male 25-30, with his hair in a ponytail. At least one or both of the other suspects were wearing masks and gloves.  The Robbery Unit responded and processed the scene and interviewed the victim. The 37-year-old suspect was booked into the King County Jail for Investigation of Robbery.</p>
<p>The other 3 suspects remain at large. This is an open and active investigation.</p>

			<content:encoded><![CDATA[<p>On 1/21/12 at approximately 9:45 p.m., officers were dispatched to a shots fired call in the 6500 block of California Av SW. The call was updated with the suspect and the victim leaving northbound in separate cars.</p>
<p>Several witnesses were located and interviewed.  The victim and his car were located in the 4800 block of 35 SW. The victim was shot 4 times in the chest.</p>
<p>Utilizing good investigative techniques, patrol officers were able to locate an address for the suspect. The Anti Crime Team &amp; Gang Detectives responded to the suspect&#8217;s address. The suspect was arrested and the gun recovered.  Homicide and CSI responded and processed the scene.  As of 2:00 a.m., the 36-year-0ld male victim was still alive at an area hospital. His injuries are life threatening.   The suspect, an adult male was booked into King County Jail for Investigation o f Assault. <strong>        </strong></p>

			<content:encoded><![CDATA[<p>Temperatures are forecast to rise. Rain is coming and the City of Seattle is shifting its focus to clearing storm drains to prevent localized flooding.</p>
<p>The City’s Emergency Operations Center continues to operate, monitoring weather conditions and coordinating the City’s response to the winter storm event. The Joint Information Center activated at 5:30 a.m.</p>
<p>The morning commute remains challenging, with slush and ice still coating many residential streets and sidewalks in the early hours. Seattle Department of Transportation (SDOT) crews worked overnight, plowing and applying salt. Arterials are mostly bare and wet with some slush.</p>
<p>With the thaw on the way, the City is asking residents and businesses to locate nearby storm drains in the street and  — <em>if it’s safe </em> —  to clear them of snow and debris. It’s the single most important thing people can do to protect their property and prevent water from pooling and creating traffic hazards.</p>
<p>In Seattle, there are about 80,000 storm drains — far more than City crews can clear quickly.</p>
<p>If an inlet or street drain appears to be blocked by snow or debris, try to <em>safely</em> clear a channel to provide a path for the runoff. If the drain cannot be cleared, or if the cause of the blockage or flooding is uncertain, call Seattle Public Utilities at (206) 386-1800.</p>
<p>Businesses and residents are reminded to keep their sidewalks clear. Pedestrians should exercise caution – many sidewalks are icy, and there is danger of falling ice from trees, buildings and power lines.</p>
<p>Seattle City Light has restored power to more than 6500 residents. Less than 100 customers remain without power this morning. For more details, visit <a href="http://www.seattle.gov/light">http://www.seattle.gov/light</a>.</p>
<p>There will be no residential garbage pickups today, and limited commercial and apartment services.</p>
<p>If your garbage, recycling, and food/yard waste was not picked up this week, please put them out on your next regularly scheduled pickup day. Missed customers will be allowed to set out double their normal amount of garbage, recycling and yard waste at no additional charge. <p>The City of Seattle does not have its own Department of Motor Vehicles nor does the Seattle Police Department send email notifications of a traffic violations.  Also, note the date &#8211; the day is before the month!  Again, do not open the link.  Delete the email or place it in your junk folder. </p>
<p>The City of Seattle is working with Microsoft to determine the origins of the email. Preliminary investigation indicates that the senders are overseas. </p>
