Update on this morning’s downtown incident- not an explosive

The detectives from the Arson/Bomb Unit have determined that the device used by the suspect this morning was not an explosive.  It was fashioned to look like a pipe bomb, but it was not a real explosive device.  Refer to the previous post on the photo of the device.
