#2026-93302/East Precinct/Second Watch/E2:

At 0200 hours, over the entire weekend, all watches of East were impacted by a series of KCJ declines. First, a man who was well enough to kick a door of an apartment open was declined Friday during 2nd Watch hours. This decline lasted for all of a busy Friday night and part way into 1st watch hours. On Saturday, a man who was on Broadway with a stolen firearm in his hand who was able to run away was declined. This guard lasted all of Saturday night into 1st watch. Tonight, officers on patrol made three proactive arrests of felony warrant suspects: Taking a Motor Vehicle without Permission, Possession of a Stolen Vehicle, VUCSA (Narcotics), Organized Retail Theft. All three of these were declined, with one declined twice, and the other after being asked multiple times at KCJ if he was sure he smoked drugs and didn’t swallow them. As of writing, all of the alert/conscious/ambulatory suspects are on guard at HMC, using a significant portion of police resources.

#2026-93721/East Precinct/Second Watch/E3:

At 1100 hours, a suspect, after being confronted for stealing a hand cart from the apartment building, produced a butcher knife and threatened the two staff members. He then proceeded to release his dog at one of the staff members while calling the victim an anti-race slang. The victim feared the dog would attack him and kept the retrieved handcart between him and the dog. The suspect then grabbed the dog and left. Both victims were fearful of the suspect based on his actions. The suspect was located by officers on scene and taken into custody without incident. The dog was taken into custody by Animal Control without incident.
