At 0055 hours, officers were dispatched to a Hazard. Officers arrived and found approximately 50 people in the area watching numerous cars doing doughnuts in the intersection. The people on scene had created makeshift barricades around the intersection with Lime scooters and traffic cones. As more officers and sergeants arrived on scene, members of the crowd attempted to bait officers into a confrontation. One member of the group jumped onto the hood of a patrol car. When officers attempted to contact him, he ran back into the crowd. As time went on, the size of the crowd continued to grow. People in the crowd began throwing fireworks at officers and their patrol cars. 911 callers began to report seeing personnel in the crowd with firearms and green lasers. A member of SPD command arrived on scene and determined that based on the crowd size, the limited number of patrol officers available, the hostility of the crowd, and the fact that 911 callers were only reporting traffic crimes, the determination was made to pull back and monitor the situation. The crowd eventually left the area.
