On 02-20-2021 at 0547 hours, officers were dispatched to a man slumped over in a stolen vehicle at 8 Ave N and Wheeler St. Officers assigned contact roles, containment was set up as officers approached the parked running vehicle. Officers initiated the high-risk stop utilizing the cover and concealment of a patrol vehicle. The suspect manipulated the stolen vehicle into drive after viewing officers attempting to contact him. The male suspect accelerated the stolen vehicle between the parked patrol vehicle and unoccupied vehicle to the south. The suspect barely avoided striking either vehicle as he accelerated southbound on 8 Av N at a high rate of speed. Officers did not engage in a vehicle pursuit with the stolen vehicle. Officers tactically paused as the male driver turned out of view east down 9 Av N, a known dead-end road. Officers then safely traveled to the base of the dead-end road. There, officers located and cleared the stolen vehicle. It was wrecked into a retaining wall / tree and was still in drive. The tree prevented the vehicle from flying off a 25-foot drop into a building. Officers conducted an area check. Officers located the male suspect walking southbound on the bike path in the 1700 block of Westlake Av N within four minutes of the collision. The male suspect was taken into custody without incident. The suspect was transported to Harborview Medical Center because he claimed to have ingested a significant quantity of narcotics and will be booked into the King County Jail after an observational period.
