On 05-29-2021 at 1442 hours, a male victim was walking his dog outside his residence which is near Courthouse Park. The victim and friendly dog are known to officers and locals in the area. The suspect – who lives in an encampment within the park – approached and demanded the victim give him his jacket. The victim refused and began walking away. The suspect ran full speed at the victim and proceeded to “football punt” the victim’s dog 8-10 feet into the air. The contact also knocked the victim onto his back where he watched his dog land on the ground near him. The victim stated he knew his dog “Alice” was dead due to blood coming from her mouth and ears. Alice never moved again. The suspect fled back into the encampment. The suspect is known to officers and was recently seen still within the park. At the time of this report, officers were creating a safe and feasible plan to enter and arrest the subject given limited staffing and the inhabitants’ routine attacks on officers.
