At 1240 hours, patrol officers and harbor units responded to a call of a male in the water struggling to get out of the water. Harbor arrived on scene and observed the subject sitting on the rocks in the water. SFD was on scene when we arrived. They left after speaking to harbor. Subject stated that he was okay and did not need assistance. He said he was just cooling off. He then climbed out of the water and sat on the wall of the cut. Harbor moved off a short distance and watched him. After a few minutes he climbed back into the water and started swimming westbound in the cut. He was heading towards a moored barge. Harbor was concerned that he may be moving behind it. Harbor officers drove over to him. As they got to him, he was swimming by a set of pilings. He was having trouble staying afloat. Harbor officers asked him if he was okay. he said, “no, going down” and then began to sink below the surface. A harbor officer jumped into the water and swam over to him. The officer took hold of him and kept him above the surface. They then swam him over to the wall and helped him get out. He was very cold and had been in the water for a while. Due to the cold, he was having trouble swimming. SFD returned and check on the subject. They checked him out and he requested to go to the hospital because he was not feeling well. AMR responded and transported him to the hospital.
