At 1611 hours, officers on an emphasis patrol were in Occidental Square. They were approached by a family who were reporting they were assaulted. Officers learned the suspect had stolen a jersey from a vendor. They yelled at the suspect to put it back. The family intervened and recovered the jersey. It was returned to the vendor. The suspect went after the father of the group, striking him. The son tackled the suspect but let him go. Officers were directed toward the suspect, and he was placed under arrest
