The suspect has a lengthy history of threats towards law enforcement. He was also known to have access to weapons in his apartment. The suspect barricaded himself into the apartment and initially refused to have any dialogue with officers. The Hostage Negotiation Team responded. Eventually he began talking to HNT. He continued throwing heavy objects out of the apartment window to the parking lot below. Attempts were made to contact his case manager. They were not successful. The incident was screened with SWAT and did not meet the criteria for their response. After approximately 3 and a half hours of attempting to negotiate with the suspect, he still refused to exit his apartment. He had, however, stopped throwing objects from his window. A decision was made to secure the scene and leave the suspect inside his apartment.
