The driver of the rental truck spotted the police car and came to a quick stop. This caused the “hanger on” to fly free of the vehicle and land in the roadway. The rental truck fled and was not located by units who conducted an area check. The person who was flung from the truck turned out to be a robbery victim. The occupants of the truck struck up a conversation with the victim and tried to steal his watch.
