On 08-26-2022 at 1500 hours, in the 4300 block of University Way Ne, a male was lashed with a bull whip by a suspect who was alleged by the complainant to be targeting transients in the U District. The suspect was gone upon arrival, and a search for him was negative. Both the complainant and the victim know the suspect.
